Users of NETeller Accounts Are Financial Hostages

Today a friend of mine complained of having a sum of $5400 frozen at his NETeller account. Primarily the money was deposited for gambling needs.
Now he would like to withdraw the money or at least spend it on something – if not gambling then buying something online… However he got the following response from the NETeller staff:

Unfortunately at this time Neteller is unable to accept any online merchants transactions based out of the USA.
